Heloo it me barak and i would like to know whare can i create rare items like steel and by the way what is different betwin expert slavage kit and the normal slavage kit

certain merchants (they can be found all over Tyria, not in towns though) craft rare materials using common materials and charge you a fee. The first one is outside sardelac sanitorium.
